Introduction

The Global Environment Facility (GEF) provides support to address global environmental concerns related to biodiversity, climate change, international waters, land degradation, the ozone layer, and persistent organic pollutants. The GEF Independent Evaluation Office (GEF IEO) has a central role in ensuring the independent evaluation function within the GEF. The IEO is responsible for undertaking independent evaluations that involve a set of projects, programs, policies or processes.

The GEF IEO is based in Washington DC. It is administered by the World Bank, but it is independent of its management as well as the management of the GEF. Its Director reports directly to the GEF Council, the GEF governing body. All contracts with the Office are World Bank contracts. More information about the IEO can be found at Office’s website.

The IEO is conducting an evaluation assessing inclusion of Assessing Inclusion of Marginalized Groups in GEF-Supported Projects, with Attention to Fragile and Conflict-Affected Situations. The evaluation seeks to assess to what degree GEF projects have been inclusive of historically marginalized groups -specifically, people marginalized on the basis of gender (especially women), IPLCs, youth, and persons with disabilities- particularly in FCS contexts. It will also explore the results, both intended and unintended, of that inclusion both for GEF project success and co-benefits. Finally, it will identify ways that the GEF can improve inclusion, especially in FCS contexts, aligning with the GEF's "whole of society" approach.

Responsibilities and Accountabilities

  1. This evaluation is being conducted using a mixed methods approach encompassing both quantitative and qualitative methods and tools.
  2. The Short-Term Consultant - Evaluation Analyst will contribute in the following ways:
    1. Country case study portfolio analysis (Case study countries: Kenya, Zimbabwe, Mexico, Lebanon, and Nepal)
      1. Download and organize project documents for country case study portfolios (about 150 projects).
      2. Review project documents, conduct analysis of inclusion in FCS vs. non-FCS contexts.
      3. Analyze data collected during portfolio review, synthesize into a written report including data visualization, cross tabulation, etc.
      4. Archive project data, ensuring that documentation is saved and stored in an easy-to-understand format.
    2. GIS data extraction
      1. Search for GIS coordinates for project sites (for appx 150 projects) and compile into a database. IN addition, the consultant may be asked to download and collate relevant GIS data for the evaluation. This task will be guided by a GIS expert under the supervision of Anupam Anand, IEO Senior Evaluation Officer.
    3. Other Analysis
      1. Perform any other data gathering and analysis that may be deemed necessary. This may include supporting online stakeholder surveys (piloting, outreach, follow up, analysis, etc.) or any other need for research support that arises.
    4. Report Writing
      1. Support drafting process of the evaluation report, including graphs, charts, and other written inputs.
  3. Deliverables corresponding to the responsibilities outlined above will be further defined in the Terms of Reference.
  4. The consultant will start in late July - early August 2024. Major inputs must be provided no later than October 15, 2024.
  5. The IEO will provide quality assurance, methodological support and technical inputs.
  6. The consultant will be expected to work from their own laptop (not provided by IEO).

Qualifications

The specific qualifications required are:

  • Master's degree, with an educational background and/or work experience in environment, international development, sociology/anthropology, and/or evaluation
  • Minimum three years' experience in conducting desk study based and web-based research and reviews
  • Knowledge of social inclusion and associated concepts, especially in the environment sector is a plus
  • Knowledge of basic GIS and geocoding would be an advantage
  • Excellent skills in Excel, especially the ability to construct and manage datasets and conduct data analysis for evaluation
  • Demonstrated ability to work in multidisciplinary teams
  • Skilled at preparing reports and other analytical outputs
  • Excellent presentation and communication skills
  • Fluency in English, written and spoken (French or Spanish an asset)
  • Knowledge of and/or experience with the GEF and its Agencies is an added advantage

Terms of the contract

All contracts with the IEO are World Bank contracts and follow the relevant rules and regulations of the Bank. The contract offered to the selected candidate is for a maximum of 60 days starting work in July/August 2024 with final delivery by December 2024. Any need for additional days and compensation will be discussed and approved by the IEO prior to the beginning of extra work. The consultancy will take place at the STC's own place of work.
