Three free new ADB publications on monitoring and evaluation, climate change and development

The Asian Development Bank recently released its Fall 2011 publications catalogue. Here are three publications most related to M&E of climate change and development. The printed version of the publications is available for a fee, but I have searched the internet and found free downloadable copies. The publications' retail price and description are also below.

1. Adaptation to Climate Change: Strengthening the Climate Resilience of Water Sector Infrastructure in Khulna, Bangladesh. Climate change and the resulting rise in sea level would affect water sector infrastructure, such as surface water supply and urban drainage systems. Infrastructure should thus be made more climate-resilient to optimize its expected benefits. This report provides a specific example in Khulna, Bangladesh and makes a financial evaluation of adaptation op2tions to cope with the impacts of climate change.
2. A Review of Recent Developments in Impact Evaluation. Impact evaluation aims to answer whether and to what extent a development intervention has delivered its intended effects, thus enabling evidence-based policy making. Through case studies, this report discusses the fundamental challenge of impact evaluation, which is to credibly attribute the impact, if any, to the intervention concerned and then discusses the merits and limitations of various impact evaluation methods.
3. Preparing Frameworks and Monitoring Results: Country and Sector Levels. ADB's revised country partnership strategy (CPS) results framework incorporates key principles of the Paris Declaration by linking ADB operations and resource allocation with the development outcomes and targets of partner governments. This publication explains the processes and techniques for preparing and updating country and sector results frameworks and monitoring results using revised templates, as a part of the streamlined CPS cycle.
