The government of the Republic of Turkey heavily depends upon imports for its energy. Hence, it has been eagerly promoting energy conservation since the oil crisis. However, the self-supply rate of energy was less than 50% in 1997.

To improve energy efficiency, an effective approach was taken to improve the maintenance and control capacity of the power plant employees in conjunction with measures to recover the performance of depreciated power faciliries through rehabilitation (renewal).
